In 1970 Federal OSHA was created and public employees were exempted from coverage. In 1973 in the state of Ohio
the Governor’s Executive Order was signed providing safety and health protection for executive branch state
employees. (OPESH). In 1992 Ohio Public Employment Risk Reduction Act was passed and OPESH becomes PERRP; it
was known as House Bill 308. On July 1994 the Act went into full effect and on July 2005 PERRP became part of the
Ohio Bureau of Workers’ Compensation, Division of Safety and Hygiene.
Now each public employer in the State of Ohio must provide a place of employment free from recognized hazards.
This requirement is known as the “General Duty Clause”.
PERRP requires that public employers in the State of Ohio follow and implement safety programs that cover
the following regulations:

 | | The FHWA, Manual on Uniform Traffic Control Devices (Millennium Edition)

 | | Applicable Parts of Chapters 4167 of the Ohio Administrative Code and Ohio Revised Code e.g., Injury and |
