    Background
OSHA 1910.146 requires that you audit your workplace to determine if you have confined spaces; and if so, then
determine if any of those spaces are permit required.
If Permit Required Confined Spaces (PRCS) do exist then the
employer is
required to:
  1. Identify the Permit-Required Confined Spaces
  2. Provide training to employees prior to being involved in a Permit Entry
  3. Develop a Permit system to insure the space is safe prior to entry
  4. Have some means of rescue at the ready

"Confined Spaces" are those spaces that contain all three of the following items:

  1. Are large enough and so configured that an employee can bodily enter and perform assigned work; and
  2. Has limited or restricted means for entry or exit (for example, tanks, vessels, silos, storage bins, hoppers,
    vaults, and pits are spaces that may have limited means of entry.); and
  3. Is not designed for continuous employee occupancy.

"Permit-required confined space (permit space)" means a confined space that has one or more of the following
characteristics:
  1. Contains or has a potential to contain a hazardous atmosphere;
  2. Contains a material that has the potential for engulfing an entrant;
  3. Has an internal configuration such that an entrant could be trapped or asphyxiated by inwardly converging
    walls or by a floor which slopes downward and tapers to a smaller cross-section; or
  4. Contains any other recognized serious safety or health hazard.
    Your Options
In assessing your workplace, if it is determined that Permit Required Confined Spaces exist, specific programs, entry
plans and employee training needs to be implemented. PRCS locations need to be identified and all persons must be
aware of these locations. Not only your employees, but any affected visitors and contractors need to be aware of
these spaces and their hazards.
